Sort of ironic that the Open University isn&#039;t Open to Free and Open Source Software.</description>

I&#039;m sceptical about how effective they will be, because buyers could always describe almost exactly a particular vendor&#039;s product and make it near impossible for free software to compete.</description>

		<description>No, I mean government in England, which is ruled directly by the UK government for many things, either directly or through Regional Development Agencies and regional Government Offices.  I haven&#039;t experienced how the Welsh Assembly and Scottish Executive behave about free software, so I don&#039;t want to tar them with the same brush.</description>
