I was sent http://www.theinquirer.net/gb/inquirer/news/2008/11/11/university-challenged-ditch about the OU being challenged about explicitly asking its students to use Microsoft products. Sort of ironic that the Open University isn’t Open to Free and Open Source Software.

Over in Europe, there are now guidelines against explicitly asking for products from particular vendors and in favour of other things. I'm sceptical about how effective they will be, because buyers could always describe almost exactly a particular vendor's product and make it near impossible for free software to compete.

No, I mean government in England, which is ruled directly by the UK government for many things, either directly or through Regional Development Agencies and regional Government Offices. I haven’t experienced how the Welsh Assembly and Scottish Executive behave about free software, so I don’t want to tar them with the same brush.

Canadian non-profits are forbidden from “political lobbying”. What the exactly means, you would have to look at the law. International non-profits have no such restrictions in Canada, although their home country might view political lobbying in any country as a problem.
